Located at Georgian College’s Owen Sound campus, the Centre for Marine Training and Research (CMTR) is Central Canada’s premier marine training institute. CMTR leads in marine innovation, customized training, research, and development, providing industry-driven programs that meet national and international standards. Position Overview:
We’re seeking a dedicated administrative professional who will play a critical role in management of resources and daily operations of the Marine Emergency Duties (MED) Centre, as well as oversight for all course delivery. The incumbent is responsible for implementation and adherence to the CMTR Quality Management system, assisting with fund raising initiatives and business development as well as establishing objectives and parameters for CMTR. Salary Range: $86,384-$107,980 per year ($44.18-$55.23 per hour)
Key Responsibilities:
- Providing program costing and analysis
- Assessing operational equipment and/or renovation costings and analysis
- Collecting and compiling financial information to prepare reports or assist with decision-making
- Developing and monitoring department processes to ensure appropriate approvals of expenditures
- Ensuring courses and curriculum are developed to meet all requirements of Transport Canada Publications (TPs), and International Maritime Organization (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (SCTW) regulations, including timely approvals of new and revised material
- Establishing course schedules using appropriate Course Registration Number (CRN) and registrar processes
- Producing of Transport Canada regulated and other regulatory documentation
- Maintaining of CMTR Quality Management System, budget monitoring for CMTR budgets Including budget analysis
- Hiring instructors appropriately qualified by Transport Canada; ensures that qualifications are current, valid and auditable
- Leading portfolio's promotional Initiatives
- Providing a link between schools and marketing and communications
- Web and social media content management
- Overseeing portfolio specific advertising and sponsorships
- Communicating with external customers as to course and training content and delivery
- Providing direct supervision and responsible for functions within the area that support the operations of the CMTR including KPI performance indicators, payroll processing, purchasing activity, and ensuring quality customer service is provided
- Maintaining a high level of staff performance through effective recruiting, selection, training, developing and evaluating of support staff
- Analyzing and making recommendation regarding the support starting requirements for the most effective coordination and deployment of human resources required to support all areas within the Center
- Acting as a contact in the resolution of issues or disputes Involving support staff - this may Include conducting investigation and initiating the problem-solving process using College procedures relevant to the situation
- Promoting professional development opportunities for all staff
- Following up on mandatory training requirements for staff- i.e. Health and Safety, AODA
- Overseeing the operational functionality of facilities equipment associated including lifeboat simulators, Fire Training Facility and MED Centre
- Ensuring that all facilities and equipment meet Health and Safety Standards as regulated by the provincial and federal governments
- Overseeing special events - for example, Open House, Preview Days, Canal Day, and other promotional activity- ensures that volunteers for special events are managed
- Exploring avenues for funding of equipment or technology for the portfolio (including CERF, AEFJ)- develops proposals as required - as part of a team, researching vendors, recommending and procuring equipment and software for academic uses
- Providing general oversight of space planning for the CMTR - may be required to develop plans or proposals. In cooperation with Physical Resources and other managers - recommends additions, renovations and Initiates corrective action as required
- Coordinating administration between the CMTR and the corporate functions of the college-Human Resources, Finance, Registrar, Health and Safety, Facilities Management, etc.
- Communicating changes to college procedures or practices within the CMTR
Qualifications:
- Completion of a three-year diploma/degree in Marine Technology, Business Administration, Finance or another related field
- Five years’ experience in a similar role
- Experience/knowledge in the Canadian marine industry with an academic environment preferred
- Transport Canada COC would be an asset
- Demonstrated ability to effectively attract, hire, develop and supervise staff
- Demonstrated ability to manage in a multi-union environment
- College work experience with exposure to scheduling, workloads, Student Information Systems
- Financial management experience including budget development and management
- Excellent communication and conflict resolution skills
- Excellent interpersonal skills and a collaborative management style
